Russian President Vladimir Putin has issued a formal directive ordering several ministries and agencies to submit coordinated proposals on the possibility of resuming nuclear weapons testing.

The call for planning was made at a televised Security Council meeting in Moscow, signaling a sharp response to recent statements by US President Donald Trump regarding renewed American nuclear activity.

The directive came after Trump’s controversial October 30 announcement about starting US nuclear tests for the first time in over three decades.

Moscow’s stance has been clear: Russia will only move up its own nuclear preparations if Washington or any Comprehensive Nuclear Test Ban Treaty signatory resumes actual detonations.

Putin’s move follows tense signals from Washington, where President Trump announced nuclear weapons testing “on an equal basis” with other nuclear nations.

The Russian president stated his order was directly responsive to these US developments, tasking the Foreign and Defense ministries, along with other agencies, to collect intelligence and analyze the situation before presenting action plans to the Security Council.

Officials cited national security reasons as the overriding motive, arguing that new US tests could threaten Russia’s strategic position if left unchecked. This directive does not automatically trigger nuclear detonations.

Kremlin spokesperson Dmitry Peskov stressed that Putin’s instruction is for investigative and preparatory work only, to better understand Washington’s intentions and to ensure Russian responses remain proportional and measured. Negotiations and information gathering will guide any future move.
